Well organized city-state

This small Mediterranean place, formerly known for its diplomacy, commerce and shipbuilding, was a well-organized city. Almost every aspect of the social life was regulated already in the 14th century. Water supplying and sewage system were built, health service and garbage disposal service were organized and regulated.
